In February 2008, the NIH announced that it would hold the NRSA fellowship stipend levels for FY2008 at the FY2007 levels, continuing a stipend freeze from 2006. This trend falls far short of stipend targets pledged by the NIH in 2001. The NPA has undertaken several initiatives to work with stakeholders to address this issue.
